Expertise France Recruitment : Transport Expert Position Overview
The selected expert will provide technical support to Expertise France and partner administrations in preparing, implementing, and monitoring activities related to axle load control modernization.
The mission focuses on improving the management of transport corridors 5 and 6 through better weighing systems, digital solutions, and strengthened institutional capacities.
The expert will contribute to:
- Assessing existing weighbridge infrastructure and equipment.
- Analyzing transport flows and current weighing practices.
- Identifying operational, technical, and institutional challenges.
- Developing modernization strategies for weighbridge systems.
- Supporting investment planning and technical specifications.
- Monitoring implementation activities and contractor performance.
- Training government officials and technical teams.
Main Responsibilities
As part of this Expertise France Recruitment 2026 opportunity, the consultant will conduct a detailed institutional, regulatory, and technical assessment.
Key responsibilities include:
Technical Diagnosis and Planning
The expert will evaluate existing axle load control systems, including:
- Static and dynamic weighbridges.
- Weigh-in-motion (WIM) technologies.
- Load sensors.
- Automatic number plate recognition (ANPR) systems.
- Digital terminals and surveillance solutions.
The consultant will also prepare technical documents required for the modernization of infrastructure.
Support for Project Implementation
The expert will assist project teams with:
- Preparing technical clauses for funding agreements.
- Supporting procurement processes.
- Reviewing technical deliverables.
- Participating in technical meetings and project committees.
- Preparing monitoring reports for project stakeholders.
Capacity Building
The successful candidate will also support knowledge transfer by:
- Designing training sessions for public administration staff.
- Developing operational procedures for weighbridge management.
- Supporting national teams responsible for system operation.
Required Qualifications and Experience
Candidates applying for this international consultancy opportunity must meet the following requirements:
- Minimum Bac+5 degree (Master’s or Engineering degree) in:
- Civil Engineering
- Road Infrastructure
- Transport
- Logistics
- Electromechanics
- Industrial Instrumentation
- Related fields
Professional requirements include:
- At least 10 years of relevant experience.
- Experience managing international cooperation projects.
- Previous experience working in Sub-Saharan Africa.
- Ability to collaborate with government institutions and regional organizations.
- Strong expertise in industrial or road weighing systems.
Knowledge of CEMAC and CEEAC transport standards, axle load regulations, and international donor-funded projects will be considered an advantage.
Contract Details and Location
The mission is based on a total of 60 working days over a maximum period of 18 months, from July 2026 to December 2027.
The contract may be extended depending on project requirements and available funding until October 2029.
The expert will mainly work remotely from their home base and undertake missions in countries covered by the project, including:
- Cameroon
- Gabon
- Central African Republic
- Democratic Republic of Congo
