NTU International is recruiting 3 Junior Digital Connectivity Experts to support a major digital connectivity study for agriculture and education under the Policy and Regulation Initiative for Digital Africa II (PRIDA II).
The assignment will contribute to efforts to strengthen the capacity of the African Union Commission in supporting African Union Member States to implement digital strategies in key sectors, including education, health, and agriculture.

The assignment will cover all five African Union geographic regions: North, West, Central, East, and Southern Africa.
About the PRIDA II Digital Connectivity Assignment
NTU International is supporting the Policy and Regulation Initiative for Digital Africa II, a project designed to contribute to improved digital policy and connectivity development across the continent.
The selected Junior Digital Connectivity Experts will support technical experts in conducting a comprehensive study focused on connectivity for agriculture and education.
The work will be organised around four major work streams.
1. Bandwidth Availability, Quality and Cost Assessment
The experts will assess the availability, quality, affordability, and adoption of connectivity services in rural agricultural and educational environments across African Union Member States.
The assessment will cover mobile, fixed, and satellite connectivity. It will also identify barriers to digital access and develop connectivity profiles for different countries and regions.
2. Affordable Connectivity Options Assessment
The experts will evaluate alternative connectivity solutions for rural and underserved communities.
This will involve analysing the technical, economic, and regulatory feasibility of different solutions, including emerging technologies and approaches suitable for last-mile connectivity.
3. Connectivity Models and Discount Rate Formulae
The assignment will also examine sustainable financing and service delivery models for digital connectivity.
The experts will review international best practices, develop pricing and discount-rate methodologies, conduct sensitivity analysis, and recommend appropriate connectivity models for different regional and national contexts.
4. Promotion Strategies
The selected experts will contribute to strategies designed to promote sustainable digital connectivity for agriculture and education.
The work will include identifying stakeholder responsibilities, aligning strategies with African Union and national policy frameworks, and proposing investment and financing frameworks to support implementation.
Requirements for the Junior Digital Connectivity Experts
To be considered for these opportunities, candidates should have:
- A Master’s degree in Communications, Electrical or Electronic Engineering, Computer Science, ICT, IT, Economics, Law, or a related field from a reputable university.
- At least 3 years of experience in connectivity market development in developing or emerging economies.
- Experience in broadband network development and commercial model development.
- At least one successfully completed assignment involving technical advisory services related to digital connectivity development.
- Experience planning, designing, implementing, or evaluating digital infrastructure and connectivity initiatives.
- Experience with broadband infrastructure-related projects is an advantage.
- Experience assessing technical needs and designing digital infrastructure solutions for underserved, remote, or resource-constrained areas.
- Knowledge of emerging last-mile connectivity technologies such as LEO satellite and 5G broadband is an advantage.
- Experience in telecommunications policy and connectivity economics.
- Demonstrated experience in telecommunications regulation.
- Knowledge of educational connectivity, agricultural digital services, or smallholder farmer connectivity is an advantage.
- Knowledge of connectivity infrastructure, devices, the telecommunications value chain, and the African broadband market.
- Understanding of digital inclusion and regulatory issues related to inclusive connectivity development.
- Quantitative modelling skills for connectivity costs and pricing scenarios.
- Experience working on digital connectivity projects in Africa or other developing and emerging markets.
- International references from development projects financed by organisations such as the European Union, World Bank, African Development Bank, or similar multilateral institutions.
- Professional proficiency in English or French.
Work Arrangement and Assignment Duration
Each of the three Junior Non-Key Experts will be expected to complete 30 working days over a six-month assignment period.
The anticipated work structure includes:
- 5 working days based at the African Union Commission premises in Addis Ababa
- 25 remote working days
- Potential travel missions to the different African Union regions, subject to confirmation
The tentative start date for the assignment is the end of August 2026, although the final timeline will be confirmed after the project kick-off meeting with the African Union Commission.
